The Pedagogy First Framework, with the AI Course Compass at its center, is now available in a public, DOI-protected release. I developed and presented this work at the Online Learning Consortium Conference 2025 to address a simple requirement: pedagogy leads and technology follows. The framework shows how learning outcomes, instructional intent, and ethical guardrails set direction before any AI tool is selected.
The public release provides the philosophy, conceptual architecture, phase definitions, and high-level commitments. The operational mechanisms remain reserved for future scholarly work.
